Gov. Brown signs bill requiring notice for clemency

Gov. Jerry Brown this afternoon signed into a law a bill that would require him and future governors to alert district attorneys in advance if they decide to grant clemency to a prisoner.

The bill, AB 648 introduced by Assemblyman Marty Block, D-San Diego, came in response to former Gov. Arnold Schwarzenegger’s decision to slash the voluntary manslaughter sentence for Esteban Núñez, son of former Assembly Speaker Fabian Núñez, from 16 years to seven years.

That action has also resulted in a lawsuit seeking to have the sentence reinstated, as lawyers for the family of the slain man argue Schwarzenegger’s move violated the victims’ rights measure Marsy’s Law passed by voters in 2008.
